Problem statement
Assessments are gateways to education, professional qualifications, and employment, with English proficiency tests often serving as prerequisites for international education. Yet, most EPTs remain tied to physical centres and paper-based formats, creating significant barriers such as long journeys, high costs, and rigid scheduling that disproportionately affect students in Tier-2, Tier-3, and rural regions, women, and candidates with disabilities. The Duolingo English Test (DET) demonstrates how AI and digital technologies can address these challenges by enabling remote, flexible, and secure assessment. DET automates test delivery, scoring, and integrity checks, reducing administrative burden while allowing education systems to scale assessments more efficiently. Its platform allows candidates to take the test from a familiar, comfortable environment, reducing sensory overload and logistical hurdles that often disadvantage neurodivergent learners. Features such as adaptive testing, quicker results, and human review further enhance accessibility and equity. By lowering costs and removing location-based constraints, DET expands access for learners who have traditionally been excluded from standardised testing. This use case highlights how responsible AI, aligned with national priorities, can increase access to opportunities, and promote inclusion in education and beyond. The use case highlights how technology-driven testing models can support India’s education and skilling priorities by enabling anytime, anywhere assessment, particularly for learners in geographically remote and resource-constrained settings.

Inclusion & Equity
The Duolingo English Test (DET) is an AI-enabled platform that allows students to take English proficiency tests from home using a laptop and internet connection, eliminating the need for physical test centers. The platform uses computer adaptive testing where question difficulty adjusts based on performance, with machine learning models evaluating speaking and writing responses through linguistic features like vocabulary, grammar, and fluency. AI systems monitor video, audio, and interaction data to detect potential cheating, with human reviewers confirming security concerns. Results are delivered within 48 hours at approximately one-third the cost of traditional tests. The impact has been significant in India, where the test reached over 740 cities including Tier-2 and Tier-3 locations like Warangal, Khammam, and Durgapur, with India becoming the largest source of DET test-takers globally in 2023. By eliminating travel and accommodation expenses, the platform has expanded access for students from remote regions who previously faced financial and logistical barriers. Institutions have reported increased applications from underrepresented backgrounds, while the ability to test from familiar environments has particularly benefited women facing mobility constraints and learners who struggle with unfamiliar test center conditions.

Key Partnerships
Replicability & Adaptation
1. Responsible AI Governance operates under four pillars, validity, fairness, privacy, and accountability, with mandatory bias evaluation, human oversight at critical points, and published auditable standards. 2. It is key to ensure secure storage, encryption, role-based access, transparent consent, and compliance with child-safeguarding norms where applicable. 3. Accessibility must be embedded from the start, not added later. AI enables capability-based progression over geography-based barriers. 4. Uneven digital access and literacy affect participation. Building institutional trust requires sustained engagement and phased legacy system integration. 5. AI assessments can scale without compromising standards, bridging geographic and financial divides to modernize education and unlock equitable access.
